@Daytin13 I know I'm really late on this but if you're still having trouble rendering the model in Blender with the textures all you have to do is follow these steps:
*UPDATED*
1. You have to extract the folder from the .zip file.
2. Then you can open the model by double-clicking the file with the blender icon.
3. The window will open with a cube, but all you have to do is delete the cube by right-clicking it and pressing the delete button, and then follow the next step.
4. Go to file -> Import -> .dae (if the file is a .dae, which I'm assuming it is. If it's an .obj file, then import .obj)
5. By now the model should be in the 3D View window.. At the bottom of the 3D View window, click on the icon that looks like a circle in a box, and click "Material", which will show the model with textures.
6. Right-click the lamp, make it a Hemi, and turn off specular. This will give you the best view of the model. You can adjust any of these lighting settings later if you decide to use the model for something.

Well I know how to view it, it says that the texture are on there but I didn't look like it and there is two deferent models the face tail skirt and cheecks and the body how do I link them together to make them one whole model and how do I change the camera angle to see the hole model

I did EVERY thing every body has told me to do I did the instruction provided to open .smd and .dl and yet I still can open any type of files

You will see a .dae and an .obj. The .dae includes the "bones" or "rigging" (which are used to make the model move), while the .obj is stationary and does not have rigging. Simply import whichever one you want to use.

What type of file do I chose now I'm trying all the files inside the "Isabelle" folder and trying all the .zips I downloaded

You can open it by getting a SMD Plugin for Blender, and then import it using that.
Preferably using this one:
https://developer.valvesoftware.com/wiki/Blender_Source_Tools
Follow the instructions on the page, and it'll help you to installing it.

Well can some one help me here, what files does blender open because I don't even know how to open the model! I'm trying to open the .zip looking inside the folder to se if there is a file in there I can use. So how do I even open the model?!

Blender is a free and easy to use program. In case you are confused on how to use it, there are plenty of tutorials out there, covering anything and everything. There should also be a Blender tutorial on making GMod ragdolls as well.
