It could be worked around if I actually translated the bones instead of just rotating them, tho

I tried this model port in SFM and the hair looked off when moving the bones, so I was hoping it was a fluke and that wasn't like that in the raw port... boy was I wrong.

If a model is naturally in separate pieces, it is fine to leave them as separate model files. Combining models leads to problems if not done correctly.
