Oh and also if that doesnt work, look at his salmon run tutorial when he is putting on the hat. That explains another way to do it. (Shift S, Alt p, Ctrl P and armature deform

In blender? You go into pose mode, select the head root bone, go to the properties tab (on the bottom right) select the blue bone with a blue ring of some sort, click add bone constraint, select copy transforms and then target (the armature of your inkling/octoling) and then the bone is Head. Any problems and i think there are a few tutorials online. Search up PandaBoy360 in youtube and look at his tutorial. Thats goes over everything in depth
