@JoJoTheJetPlane: Please note that we do not allow requests in the comments. However, I can point you in the right direction on how to get the models yourself. You just need two things: a tool called rarcdump to unpack the archive files, and a program called bmdview2 to export them. If you use Blender, there's also a plugin called "SuperBMD" you can use to import the models. You'll have to figure out the rest on your own.

I would love to have all the figurine models if anyone could extract them. I would myself but I still can't figure out how to extract models from this game.

If I had to guess, I think there's a weird conversion between meters and centimeters going on. Happens with a lot of older games, it looks like. Try resizing to exactly 0.01x its current size and see if that looks better. If so, that was probably the issue.

none of the map files are importing into blender. Did blender .obj support break? UE4 says the files are empty or broken as well.

@Gotenks46 After carefully examining Link in the game, I've determined that Hero Link and Outset Link are the same model with a different texture applied. The hat and belt buckle get hidden, but that's the only difference. Also, Link's hair is a separate and can be loaded instead of the hat on either outfit.

@TeridaxXD001 Wind Waker used a special shader that abuses certain rendering factors to make parts of some objects draw on top of other objects, even when they're behind them. This is how Link's eyebrows show through his hair, and also how the eyelashes draw over the irises in the eyes. There's no simple way to do this in any modeling software. (Unless yours supports custom shaders and you already have the shader to use, I guess.)
